Dear Attorney General Healey:
Residents of Malden and Medford have expressed numerous community and public concerns about Hallmark Health's stewardship of the shuttered Malden Hospital facility.
The donors of the land for the Malden Hospital site donated the land with the specific public charitable purpose as a site for a hospital in Malden, not as a general gift. One of the donors, Elisha Converse, who was the first mayor of Malden, also donated the land for the adjoining Fellsmere Park and other area park.
The current owner, Hallmark Health, never purchased this land; it was instead passed to the company with the intent that it would continue to be used for the common good, as the original donors intended. Instead, they closed the facilities a few years later, where it has laid abandoned for the last 15 years.
In September 2015, surveyors have been seen surveying the Malden Hospital site. Land surveys are generally undertaken right before the process of purchasing the land is completed.
If this land is sold to a person or entity other than a public charity, the law requires that the Attorney General review the “sale of significant assets of a non-profit health maintenance organization to a for-profit entity.” It would neither serve the public interest, nor safeguard the intent of the donors to have the land used for any other purpose than benefiting the health of Malden and other residents.
Given that the donation of the land for the benefit of the Malden Hospital was made to create a public benefit for the community, I respectfully and formally request that Attorney General Healey conduct an immediate review of a possible imminent sale.
